An empty leg is sold as a whole aircraft. If you are two people, you pay for an eight seat cabin. Seat by seat means several parties share the same repositioning flight, each paying for the seats they use. Nothing here is bookable yet. This page explains the idea and asks whether you would use it.

The legal shape. Selling seats on a charter aircraft is regulated differently from selling the whole aircraft, and the rules differ between Europe and the United States; some operators can do it under their certificate and some cannot. We will not offer this on any flight where the operator has not confirmed it may. Passenger identity checks and what happens if one party cancels are the operator's rules, not ours. None of this is theoretical; it is why the page says "in preparation" rather than "book now".
Couples and solo travellers on routes with regular empty legs. Small groups who would fly private if the price per head came down. Operators with legs that go empty because the whole cabin price is above what one buyer will pay on a Tuesday.
